ollowing the continuous heavy monsoon rains (Habagat) and updated rainfall warnings from PAGASA, the Office of the President has officially issued Memorandum Circular No. 128.
The circular directs government offices and schools across the National Capital Region (NCR) and 14 key provinces to implement alternative work arrangements and alternative learning modalities for the entire day of Tuesday, August 18, 2026.

Key Guidelines and Directives

Government Offices: Directed to adopt appropriate alternative work arrangements (such as work-from-home or skeletal deployments).

Schools: Alternative learning modalities (online/asynchronous delivery) shall be implemented for all levels in public and private schools, unless local chief executives declare a full suspension of classes.

Vital & Emergency Services: Frontline health units, disaster response teams, and basic public service providers will maintain continuous operations.

Private Sector: Adjustments or shifts to work-from-home setups remain under the operational discretion of company management.
