Before his name led the list of the March 2026 Civil Engineers Licensure Examination (CELE), Engr. Rico Quiñones Elao knew what it meant to earn every peso under the heat of the sun.
Growing up in the rural town of Alegria, Cebu, as the fifth of six children to farmer parents Teotimo and Florencia Elao, Rico spent long hours working in the fields alongside his cousin simply to scrape together enough money for his daily school allowance.
When the Professional Regulation Commission (PRC) released the board examination results, that farmer’s son from southern Cebu stood as the Top 1 Civil Engineer in the Philippines, securing the highest national score with a stellar 94.10% rating.
